In the original formula, fp was the fraction of stars with planetary systems, L was the time during which intelligent life on another planet exists and is ready to make contact, and so on.
Finding a suitable voteswap partner depends similarly on a set of factors such as R, how many other vote swappers have signed up to the site, fp, how many of those are from a purple state or district if you are from a red or blue one, or vice versa, ne, how many potential vote swappers are willing to swap with you, L, the amount of time left before the election, etc.
Thus, the chances of finding a suitable voteswap partner on this site may appear to be rather low. To some, these conclusions may seem depressing, but it is still a hundred times more likely than humanity's contact with an extraterrestrial civilization.
